4th & Bell  is a 29-story stepped apartment tower over 4 levels of below grade parking in the Belltown neighborhood of Seattle. The glass tower grows out of a masonry base, with one level of office space which overlooks the street and outdoor café seating for the approximately 9,000 square feet of retail/restaurant space planned for the street level.
